The operational transition phase in railway projects is not merely about completing the system technically; it is about putting the system into service in a safe, controlled and fully regulation-compliant manner. Under the EU railway safety legislation, this phase is handled within the framework of the Safety Management System (SMS) and is critical for preventing project risks from being carried over into operation.
Operational Transition from the ERA Perspective
Under the SMS framework, ERA requires operators to;
- Identify pre-operational risks
- Verify safety requirements
- Assess the safety impact of changes
- Manage commissioning under controlled conditions
These obligations are defined in ERA's Safety Management System (SMS) framework and TSI OPE documents, which require operational readiness and safety control processes to be carried out as part of the SMS in an integrated manner.
